Town Council Meeting Minutes

The council is the governing body of Destiny and is made up of Guildmasters and Town Leaders, and is in turn lead by the Mayor.  The Leaders are chosen by current leaders based on activity and participation in town.  Leaders represent different needs of the community as a whole.  They head committees, and help solve problems.  Guildmasters lead their guilds and represent that guild's needs.  Each guild chooses its Guildmaster differently.  One player may have only one character in a town council position.

The Council will vote on all issues at a public meeting to be held monthly in the meeting room of the Destiny Mage Tower. A 3/4 (75%) vote is needed to pass motions. Each council member will be given a chance to speak on each issue and  to raise new issues the meeting. Public attendance is allowed, but there is no talking except when the floor opens for public forum (at the end of each meeting). The meeting will be chaired in the following sequence (new business, old business, open forum) The date and time of the town meeting will be announced in the Town Hall and in the Town News at least five days in advance.  This will allow all people of Destiny to contact their representative and voice there concerns on any pending or forthcoming issues..

Council member Duties:

  • Must attend all council meetings
  • Must represent their faction and vote appropriately
  • Acts as a liaison between his/her faction's people and the town council. In general, people bring their thoughts and concerns to the council member and then he/she brings them forward to the council at the monthly meeting.
  • Representative election is held once every year. (exception is KFW GM and ToD GM)

Mayor Duties:

  • Represent the interests of the Town of Destiny, as a whole
  • Works to find good guilds to add to the Destiny Council
  • Calls Council meetings to order and runs them
  • Act as a goodwill ambassador to other player-run towns and guilds
  • May call emergency meetings of the Council to discuss important issues
  • Will arbitrate whether or not an Accusation to Remove from Office is weighty enough to proceed with the impeachment of a representative
  • Mayor elections will be held once each year in the same manner as a Representative election, however all factions of the town may vote (Guards, Merchants & Citizens)

Elections:

Elections will be held with a one week period for campaigning, allowing the candidates to meet with their faction's people, shake hands, hold babies, host debates, etc. At the end of one week, elections will begin and voting will be held via email; they will continue for five days until midnight CST of the last election day.  Each character is entitled to one vote. The person with the most votes wins. The following people are entitled to vote for each election:

For Mayor:  ToD, KFW, Des, DW, SB, WWP

For Citizen Representative:  Des and anyone else who owns an approved building within town.

Dismissal Procedure

The process to dismiss an elected council member who is not representing the needs of their faction is as follows:

  1. At a town meeting, during the open forum portion, a person from the faction must make a motion to dismiss the representative and state their allegations.
  2. This motion must be seconded by another member of the faction.
  3. The mayor will then be called upon to arbitrate whether he feels this is a justified action.
  4. If the Mayor deems it is, then a week long ballot will be held within the faction and a 2/3 vote is needed to oust the individual.
  5. A temporary replacement will be chosen and voted on by the faction to finish the dismissed representative's tour of duty

Conduct and Treatment of Citizens

The following laws apply to any person that belongs to the Des stone as instated by the Mayor of Destiny:

  1. All citizens of Destiny are to treat all visitors, KFW, ToD, and other Des members and citizens with respect.  This includes, among others, not killing without permission (duels), looting, stealing, harassing (verbally or otherwise), cheating, etc. 
  2. Likewise, all KFW, ToD will treat all citizens of Destiny with respect.  This includes, among others, not killing without permission (duels), looting, stealing, harassing (verbally or otherwise), cheating, etc. 
  3. If any KFW, ToD, or Des is suspected of being a spy or defiler of innocents *see KFW charter* that person will be held on trial. (see (5))
  4. If laws (1), (2), and/or (3) are broken by an individual or group these are the only situations that would excuse such action:
    • A KFW, ToD, or Des is breaking laws (1), (2) and/or (3) and the Mayor, GM of KFW, or GM of ToD is not available within a reasonable amount of time to decide on that persons fate. (That night)
    • If a KFW, ToD, or Des is a suspected spy (or defiler of innocents *see KFW charter*)and a GM of KFW, or GM of ToD, or the Mayor is not available within a reasonable amount of time to decide on that persons fate. (2 to 3 days)
    • A KFW, ToD, or Des has been taken off of their respective stones due to breaking laws (1),(2) and/or (3) but continues to cause problems for Destiny.
  5. If laws (1), (2), and/or (3) are broken by an individual or group and law (4) does not apply the following steps will be taken:
    • A formal hearing will be called including the assailants, victim, and witnesses.
    • A panel of three high ranking officials within KFW, ToD, and Des will sit in judgment.
    • The panel will hear all arguments and decide for guilty or innocent.
    • They will then decide on a suitable judgment.
